Thomas, I've only started to play with Courses, but from what I can tell, only the people that are assigned the courses will get notified that their course is overdue. However, Admins (or whoever else is given the permissions) can view the [[Topic:Reports#Section_Training_Report|Training Report|new_window=true]] in the Dashboard. The report can be sorted by guides, individual users or teams.
